[streaming] adaptive transcoding/transrating

hi,

its great that vlc provides transcoding/transrating on-the-fly. From
what i understand from this is, that for example you have a PC with a
video source which has a very high bit rate, and you want to stream it
over the network at a lower bit rate. Then you can use vlc to capture
the video and transcode/transrate it accordingly and then stream over
the network. While this is indeed useful for my case, I also need the
capability to change bitrate (or perhaps even codec) midstream. Can i
do that with vlc? I tried looking at the command line options, but
from what i understood, all of them just gave the simple on-the-fly
option and didnt specify if i could change the bitrate midstream. If
vlc can not do this, then any suggestions about which software can?
