You may be interested in seeing:
http://miglia.com/products/video/evolutiontv/
It offers MPEG-2, MPEG-4, and DivX hardware compression via USB 2.0. It
accepts video input via composite or S-Video, as well as PAL/NTSC
television. And, it's only US$279 (€209).
It probably won't work with VLC as a server, but it should be possible
to packetize the data, similar to what CyTV
<http://www.lucid-cake.net/cytv/index_en.html> does, and then make a
stream playable via VLC on the client end.
