Can't be done.
All web browsers require some sort of video plugin be downloaded and
installed before video will play. What you want is to find a video
plugin that most people already have on their machines.
Flash now supports streaming video, and it's really easy to prepare
using the Flash authoring tool and the Flash Video add-on.
Also, many people, if not most, have the Quicktime plugin installed in
their browsers. But I'd go with Flash Video, as the player is available
for all platforms and all browsers.
