This is not an issue for a RTSP stream (which is what the original 
poster was using), because for such streams, VLC uses the "LIVE555 
(formerly LIVE.COM) Streaming Media" libraries, which automatically 
reorders misordered incoming RTP packets.

As others have noted, I suspect that packet loss is to blame.

This is only an issues for non-RTSP RTP streams.  As noted above, 
RTSP RTP streams already reorder out-of-order RTP packets.
