Just a followup that this appears to be a problem with running both WMS 
and DSS on the same server bound to the same IP addresses and not a VLC 
problem.  I thought I had the ports separated but apparently not.  When I 
noticed this started to work but other things broke when WMS and DSS 
restarted after a server reboot I discovered the source of the problem. 
I've ended up using a second IP address on the server and bound WMS and 
DSS to the different addresses.  And both now get along fine with VLC 
providing the transcoding between the two processes.
