VLC's RTSP server implementation does not support raw-UDP clients
like your set-top box.
Instead, you could try using the "LIVE555 Media Server":
<http://www.live555.com/mediaServer/> This supports Amino set-top
box clients, and may perhaps handle your set-top box client also.
