[streaming] unexpected change in bitrate

I'm using VLC to replicate a Windows Media stream coming from a Windows 
Media Server.  The original stream is broadcast from the server using a 
300 kbps video channel and a 32 kbps audio channel and when the original 
source is viewed by Windows Media Player, it sees the same bitrates.

But when I use VLC to replicate the stream, the bitrate from VLC (as seen 
by Windows Media Player) is at 1 Mbps.  And the audio bitrate is 
unspecified.  I'm unable to change it by specifying either ab and/or vb 
parameters to VLC as these seem to have no effect.

How do I force VLC to not change the bitrate and simply relay the stream 
without changing the bitrate or codec?  The command line I'm using to 
replicate the stream looks like:

vlc -d mms://xyz.net/publishingpoint1 \
 	":sout=#std{access=mmsh,mux=asfh,dst=:1234}"

This is on a FreeBSD 6.1 system and vlc is version 0.8.5.
