I think --ttl is taken into account when the code path does not define 
the TTL (e.g. UDP stream output). The SAP code requests 255 as per the 
SAP standard RFC.

Yes.

As a side note, if you don't want to pollute the mbone with private SAP 
announcement, the proper way to do it is to use a non-global scope 
address for the SAP advertisements. VLC does that automatically when 
the advertised stream output address has a non-global scope too.
