[streaming] problem with rtsp in linux

I tried to test Video On Demand on vlc-0.8.6c (Linux) and I have given the 
following commands,

Senario 1
------------------------------------------------------------
On server
vlc --ttl 12 -vvv --color -I telnet --telnet-password videolan --rtsp-host 
172.28.xx.x:5554

telnet localhost 4212
new channel1 vod enabled loop
setup channel1 input /home/vijay/videos/Euflorie1.mpg
control channel1 play

Then vlc gui opened & server starts playing the video without any 
commands.
if I try vlc rtsp://172.28.xx.x:5554/channel1 on client machine nothing 
will play.

Senario 2
------------------------------------------------------------------------------------
On server
vlc --ttl 12 -vvv --color -I telnet --telnet-password videolan --rtsp-host 
172.28.xx.x:5554

telnet localhost 4212
new channel1 vod enabled loop
setup channel1 input /home/vijay/videos/Euflorie1.mpg
setup channel1 output #standard{mux=ps,access=udp,dst=227.227.227.1:8554}
control channel1 play

if I try vlc rtsp://172.28.xx.x:5554/Test (Or vlc 
rtsp://227.227.227.1:5554/channel1)on client machine, nothing is  playing.
Is the config commands are correct  or not , Or anyother problem???
