I checked only one or two, and they appear ok (i.e. translated) on my
system. For example screen_10.jpg, or screen_12.jpg.
(strangely, I do not have at all the positions from screen_11.jpg or
screen_16.jpg)

The internal cache for translations strings on VLC has trouble since
ever.
Try this:
- open VLC
- change language to French
- close VLC
- open VLC
- change language to the desired one (or Automatic)
- check your translations, or close and open again and then check
