[Translators] the qt translation strings for Romanian are not present in the nightlies

I updated this on 08.04.2009 together with the NSIS strings.
The Romanian file appears also to be missing at
http://people.videolan.org/~xtophe/l10n/qt4/
This is strange, because the qt strings were present previously for
version 0.9.x.
