[Translators] Windows installer doesn't speaks Hungarian

Because the installer is not Unicode, if the system locale does not
match the locale used for your language (Central European in this
case), then the installer does not show that language as available.
This is in order to avoid displaying characters from a different code
page.

Perhaps this is the case ...
