[Translators] Scottish Gaelic (again)

Two years on... sorry, life got in the way. I've finally started making 
some headway, starting with the VLC mini file on the Locamotion pootle 
host (http://pootle.locamotion.org/gd/mini_vlc/).

I have a few small questions, so I can plan ahead, if that's ok?
- what's the commit process?
- is there such a thing as nightlies, test builds etc?
- is there a cutoff at which translations go live?
