[Translators] Translations for the website

Hello everyone!

http://www.videolan.org/
and
http://www.videolan.org/vlc/

indexes should be translated to de, fr, ru, cs, tr, hi for now.

So, with one of this languages set as your browsers default, you should 
see a localized version.

Proof of concept is done, so more translations could be added rather simply.

Current pot contains 75 messages. For those willing to try transifex:
