Fortunately you don't need to download the whole Qt SDK. You can get a
standalone version of Qt Linguist for windows here:

The application should be straightforward to use for someone who
already used this kind of software.

However VLMC is already partially translated to Turkish, so you should
download the existing translation from the repository
(http://git.videolan.org/?p=vlmc.git;a=blob_plain;f=ts/vlmc_tr_TR.ts;hb=HEAD),
load it in Qt Linguist and then you'll be able to improve the existing
version!

Finally when you're done, just send the .ts file to the translators
mailing list.
