[Translators] Transifex

Well, in fact, I'm Ukrainian localization maintainer and I'm using git,
so no problems for me to protect against stupid translators if there are
some of them.

Also, no problems for me to send pull request to try them to merge into
mainline.

I guess, there must be one project owned by, for example, Christophe
Mutricy, as he knows who is who among translators and maintainers.

Personally me is open for suggestions concerning Ukrainian localization
with or without Transifex in any time. But my experience tells me that
this kitchen must be controlled by VLC core developers.
