This should provide a way to start translating.

Here is a problem: There is no Bislama in transifex, yet.
I requested new languages before, this will work if there is data at
cldr.unicode. And here is the real issue: There is none.
AFAICT, you will be able to translate desktop vlc and provide a
translation for the website, but nobody will be able to set his/her
browser to Bislama (similar for android). So you might want to add
Bislama here:
http://cldr.unicode.org/index/bug-reports#New_Locales
I never added new language data here, but I am willing to help.
There might be even someone else on the translators list with some
experience.
