First things first:
The released 2.1.0 is available here:
https://www.videolan.org/vlc/releases/2.1.0.html

The "language switch" is windows only. For GNU/linux or MacOS you should
be able to run

LANG=someLocale vlc

or maybe

LANGUAGE=someotherlocale vlc
