[Translators] Subtitles and Windows encoding

Hello,
There has been a few errors lately, and discussions about the subtitles
encoding in vlc.git.
In VLC, on the message msgctxt "GetACP", that is from
modules/codec/subsdec.c, you must use the correct encoding for your
language, the one that is usually found in SRT files.
Many times, that means CP1252, CP1250 or CP1251.
You should use the value that is now in vlc-2.2.git, and import it into
transifex.
I had to correct Bosnian, Slovene and Albanian, lately.

1250 is for Central and Eastern Europe
1251 is for Cyrillic
1252 is for Western Europe
1253 is for Greek
1254 is for Turkish

1257 is for Baltic
1258 is for Vietnamese
