[Translators] Translations for 3.0.0

Hello,

I started updating translations for VLC and am wondering in VLC takes
translations from transifex,
https://www.transifex.com/yaron/vlc-trans/dashboard/

I installed the last nightly and translations are not included.

What is currently the right way to publish translations. To whom do I turn
to?
