[Translators] VLC 3.0.0

Hello,
thank you for your information about RC3, Jean.

If are no translations for VLC 3.0.0 from Transifex uploaded into Git, so this means, that nobody make a regular upload from Transifex into Git. And 
the question is: Why? By the way: This is old known problem, we could see it by the previous version of VLC too. I sincerely hope, that the previous 
fail with very old and not updated translations in VLC, will be never repeated.

We are only translators, not developers. And if are my informations correct, individual translators can not individually send new files into Git. We 
can only publish the translations on Transifex, nothing more. If is this information not correct and we (translators) should send translations into 
GIT individually, please inform us with some actual "How-To" manual. Thank you for your understanding, in advance.
