[Translators] Picking up the Kazakh translation

Hi,

I would like to take over the maintainership for
Kazakh translation of VLC.

I have contacted the current maintainer with no answer
for about 2 weeks. I also see on Transifex that there are
no updates to Kazakh locale.

My transifex username is sotrud_nik,

About me: I participate to Kazakh translations of many
open source projects, like Mozilla Firefox, GNOME,
LibreOffice. For the project of Kazakh desktop I think
VLC is the right candidate as universal media player.
