package/apple: require iOS 15 for arm64 and keep iOS 9 for armv7

Apple discontinued acceptance of pre-iOS-13 binaries to the App Store
and all iOS 13/14 devices support iOS 15 so raise the deployement
target. This relates to #30153.

For ARMv7, the existing iOS 9 deployment target is kept.

package/apple: use the system provided clock_gettime

It was added in iOS 10 and macOS 10.12.

The compat clock_gettime() makes two sysctl() calls per vlc_tick_now()
taking almost a quarter of VLC's CPU time when playing audio on iOS.

In case of iOS deployment targets earlier than 10, the compat function
is continued to be used.
