Guidelines for 0.3 release

I want to re-iterate the note by Christophe on documentation. As an
independant developer looking to vlc/vls it is difficult if not
impossible to decipher proper use of the software. Looking through the
code gives some clue, but often not enough.

DumpBits & NeedBits. Plus they aren't macros, but inline functions :).

That's sad. From my (professional) experience, the lack of documentation
prevents industrial people from using vlc (one even told me that OMS
was much better documented - though this documentation is in most cases
obsolete :).
