Well, that is right for Win NT multiprocessor HAL systems, normally the
resolution is 55 msec for Win95/98 etc. and 10 msec for Win NT
Uniprocessor HAL. Unless you use high performance counters you won't be
able to get better resolutions in Win32, even for the sleep function.
