Issues with the win32 interface plugin

   I found out the win32 interface plugin, when compiled with Borland
Builder, could not be stripped (I tried both mingw32's and Cygwin's
strip programs), or vlc refuses to load the interface under Win2k/XP,
while it still works under 95/98.

   The error returned by LoadLibrary is 998. I found about this problem
on the Microsoft website :

   Unfortunately I don't have the proper tools to debug anything, so if
anyone feels like looking what's wrong here ...
