Do you have a file named "docbookx.dtd" in the directory
where the developer doc is ? If you don't, copy it from
/usr/share/sgml/docbook/dtd/xml/3.1.7 or somethink similar. We
definitely have to fix that so that it compiles without this fix...

The online version of the developer doc is automatically updated from
the CVS. You will find it here :

Unfortunately, vlc's developer doc is old and not up-to-date any more :
many things have changed with the introduction of the new input and
libvlc.
