Actually, no. For a simple reason : we're packaging the 0.4.0 release 
and we don't want to introduce uncertainty into a very important part 
of VLC just a few days before a release. And unfortunately, my MMX 
specialist (walken :) hasn't had time to review the changes yet and 
checker whether the result is still compliant with ISO.

So unless walken wakes up very early, it will not be in 0.4.0, but in 
the next release :(.
