Unfortunately, the Microsoft Visual C++ project files are unmaintained, and 
so much as changed in the development branch of VLC that they don't work 
anymore.

Currently, the only successful way to build the development branch of vlc 
for win32 is to cross-compile it under linux. I'm working on fixing the 
MSYS and Cygwin builds but have no plans right now to update the MSVC++ 
project files (although I will likely try to update them once we decide to 
release vlc-0.5).
If you want to fix the MSVC++ build, patches will be gladly accepted :)
