[vlc-devel] Wouldn't # be a more logical character in a URL than @?

Recently I made a change over in the xine world to my CD-DA plugin
there to make the URL used to specify a Compact Disc more consistent
with vlc's convention. Someone took exception claiming that:

  The '@' would be discarded, as it is used to mark login names and
  passwords before a hostname.

I think by "login names" he means the account part of an e-mail
address, but no matter...

Anyway, in looking over RFC 2396 it occurs to me that # is a more
logical separator: in HTML it specifies a "part" in a document and the
RFC indicates that.
