I currently use cygwin (www.cygwin.com) and have no problems with it.
Fo instructions on using cygwin, look at the INSTALL.win32 file in vlc source tree.

We usually cross-compile it under linux :) But using cygwin works fine as well. You can also try the MSVC project files in the vlc-0.5.2 release, they should mostly work but are still experimental.
We'll hopefully have more documentation on the win32 build process available soon.
