Well, the OSS check in configure.ac looks fine by me. It enables the OSS 
plugin if the OSS headers are there. Afair the win32 case is for the cygwin 
-mno-cygwin case because cygwin provides an OSS emulation but we don't want 
it (and it wouldn't compile).

As for the HAVE_DL_WINDOWS matter, it is defined when you have DLL support 
for win32 so isn't equivalent to the WIN32 define (which is defined by the 
compiler).
