Well, I submitted a Windows patch a few weeks ago (I do not have commit 
rights) and AFAIK I received no comments or any indication that anybody had 
even tried to get it into trunk. The patch made it possible to run vlc 
without window decorations (think of "full screen in a borderless window").

I'm not claiming to be a Windows programmer by trade, but accepting Windows 
patches would probably be a good start if you want to attract more. ;-)

Maybe I was just unlucky or managed to hit a feature freeze before 0.8.
