[vlc-devel] ctrl-hotkeys don't work with german-language

ctrl(strg)-hotkeys doesn't work with german-language!


instead of "STRG+F" (for opening files) the hotkey is only "F"
instead of "STRG+M" (for messages)      the hotkey is only "M"


and so on ...


seems all ctrl(strg)-hotkeys are affected! switching to (for example)
american-language fixes the problem.
