Hi Jie,

  I think that you can´t use static libs (compiled
DLL) with cygwin but perhaps you could use dynamic
loading (LoadLibrary-GetProcAddr functions) in order
to use MS-VC libs into CygWin. 

  I have similar problems. If you find a sollution,
please, send me an email.
