At some point, it probably should.  The RTSP server implementation in the 
LIVE.COM libraries is widely used (by other projects, not VLC), and seems 
to be working well.

If someone wants to take a crack at this, I'd be happy to answer any 
questions that they may have (on this, and/or the 
"live-devel at lists.live.com" mailing  lists).
