Hello,

The delay is due to the fact that the pause command stops data reading,
but the buffers that have already been read are played anyway. The default
buffer value for file reads is 300ms, and I think the HTTP one is 800ms.

Solving this issue is part of the goals for the 0.8.4 release of VLC (not
before October)
