[vlc-devel] zh_CN localization lang support

I want to translate vlc to zh_CN, i don't whether is already a
translation, but my svn checkout didn't include one.
  What should i do?
  The given page "http://xserve.via.ecp.fr/~videolan/temp/tr.po" is
not accessible to me.
  Should I begin with zh_TW.po or en_GB.po or something else ?
  I tried to edit zh_TW.po with poEDIT, is translating what appeared
in the right field what i need to do ?
