--with-tuning is for -mtune as the name says... If you want something 
else, you can pass appropriate CFLAGS to the configure script.

We've switched to default tuning options that are not supported by -mcpu 
anyway, and a compiler flag check to not tune when the compiler doesn't 
support it.
