Will this be a SIP client, or a SIP server?

If it's a SIP client, then note that the "LIVE555 
Streaming Media" code - included with VLC - 
already includes some SIP client support.  This 
should save you from reinventing lots of wheels.

For an illustration of how to use this SIP client 
code, note our "playSIP" demo application, 
described at <http://www.live555.com/playSIP/>

The MPlayer code also uses this - to play "sip:" 
URLs - so you might find that code useful also.
