Well, in absence of even a draft I'd suggest to follow the RTSP approach
and specify TS over RTP/UDP-lite as:

m=video 1234 RTP/AVP/UDPLITE 33

Doing raw UDPlite makes IMHO no sense; raw UDP is flawed so there's no need
to take its bugs to brand new implementation where we don't have to keep
backwards compatibility.
