No you can't test (at least, not properly) with those streams, 
because those streams are *not* MPEG Transport Streams.  (Why do you 
keep posting this nonsense?)

One way to test VLC client support for Transport Stream 'trick play' 
operations is to use the "LIVE555 Media Server" 
<http://live555.com/mediaServer/> as a server, streaming a Transport 
Stream file that has a corresponding index file - see 
<http://live555.com/liveMedia/transport-stream-trick-play.html>
