[vlc-devel] Wget needed to build extras/contrib twolame?

Trying to build extras/contrib under Cygwin.
It gets all the way down through building xml, then dies at twolame:

make[2]: Entering directory `/home/mfm/vlc-trunk/extras/contrib/src'
(cd twolame/win32; wget
"http://twolame.svn.sourceforge.net/viewvc/*checkout*/tw
olame/trunk/win32/winutil.h")
/bin/sh: wget: command not found

Where is wget obtained from?

Even better, why is anyone using this wget mechanism, given that all the
libs prior to it didn't need to do so?
