I did find wget, but it still looks like it ends up tracing to a subversion

Trying to build extras/contrib under Cygwin. 
It gets all the way down through building xml, then dies at twolame: 

make[2]: Entering directory `/home/mfm/vlc-trunk/extras/contrib/src' 
(cd twolame/win32; wget "
/bin/sh: wget: command not found 

Where is wget obtained from? 

Even better, why is anyone using this wget mechanism, given that all the
libs prior to it didn't need to do so?
