I did find wget, but it still looks like it ends up tracing to a subversion
system...

Trying to build extras/contrib under Cygwin. 
It gets all the way down through building xml, then dies at twolame:

<http://twolame.svn.sourceforge.net/viewvc/*checkout*/tw>
http://twolame.svn.sourceforge.net/viewvc/*checkout*/tw

/bin/sh: wget: command not found 

Where is wget obtained from? 

Even better, why is anyone using this wget mechanism, given that all the
libs prior to it didn't need to do so?
