Note that the LIVE555 libraries already do this.  After you've called 
"playMediaSession()" (or "playMediaSubsession()") with the desired 
"scale" parameter, simply call "session.scale()" (or 
"subsession.scale()") to get the actual scale factor that the server 
chose to support.
