We suppose here they already get approval for cygwin, gcc, bash, vlc, so
the only additional requirement would be qemu, not that much.
And if FOSS is so scary to the bosses, there is vmware.

The truth is that at this moment there is no maintainer for cygwin/msys
build platforms.
They could of course still be supported, as long as someone volunteers.
