Yes

No, this is not a requisite. IMHO, it generally helps to have the 
source. Then be sure you are using the bindings with VLC 0.9.0, not 0.8.6.

Take a look at forum.videolan.org, a lot of people have been successful 
in running the java bindings on both windows and linux.
