AFAIK it is OK (legal) to skip those (IANAL). Even some normal DVD players support skipping those. Because UOPs are just flags in stream, it is OK to ignore those.

IMHO only part that is real legal issue is CSS (or DeCSS). AFAIK all other DVD protections like Region Code, Macrovision and UOP are flags that normal users can skip if they want without any legal issues.
