This is not true. The RTP output sends an RTCP BYE when VLC ends an
elementary stream (which correlates to an RTP session). This is the logical
and proper thing to do, as far as I understand the Audio Video Profile.

Wrong. This would not happen if you had gathered the inputs ahead of the
RTP output.
