[vlc-devel] Win32 builds

Good discussion. Make it simple. Just build bindings
off of latest vlc dlls for windows. No reason to do a
complete rebuild every time from all the source. You
will be more productive that way. 
I only download once every month or two do a complete
rebuild then do repeated bindings makes as needed.
Can not afford to have users get a new 9MB download
too often.

My 1 cent worth.
